The Government of Ghana has developed a Disaster Management and Risk Finance (DMRF) Strategy Framework and Implementation Plan supported by UNDP’s Insurance and Risk Finance Facility (IRFF), to strengthen national resilience against natural and man-made hazards. The strategy framework anchored on eight strategic priorities, including comprehensive risk identification, integration of disaster risk analysis in planning, budgeting, and establishing a portfolio of sovereign and sub-sovereign disaster risk financing instruments. The strategy framework seeks to ensure timely access to finance for response and recovery while safeguarding national priorities and enhancing resilience across sectors.
Key Features: 1. Comprehensive Risk Identification: Identify and quantify disaster-related economic and fiscal risks to inform planning and budgeting. 2. Integrated Planning: Integrate disaster risk analysis in planning and budgeting at all levels of government. 3. Disaster Risk Financing Instruments: Establish a portfolio of sovereign and sub-sovereign disaster risk financing instruments to provide timely access to finance. 4. Private Sector Engagement: Develop private risk transfer solutions to supplement government instruments. 5. Institutional Capacity: Strengthen coordination and institutional capacity for improved disaster risk governance. 6. Layered Risk Management: Enhance layered risk management approach to manage disaster risks.
