Improving Disability-Disaggregated SDG Reporting in Ghana

This policy brief reviews Ghana’s progress in integrating disability inclusion into Sustainable Development Goal (SDG) monitoring through its Voluntary National Reviews (VNRs) for 2019, 2022, and 2025. While Ghana has made commendable strides—supported by reforms such as the Persons with Disability Act, the Inclusive Education Policy, and LEAP—significant gaps still exist in disability-disaggregated data, indicator coverage, and sectoral consistency.
The brief highlights improvements in reporting on education, employment, and social protection, but notes persistent gaps in health, gender equality, accessibility, and governance. It also shows stronger participation of Organisations of Persons with Disabilities (OPDs) in the 2025 VNR, marking a shift toward more meaningful engagement. However, recurring challenges in data quality, prevalence baselines, and cross-sector coordination continue to limit Ghana’s ability to fully monitor progress for persons with disabilities.
To address these gaps, the brief recommends institutionalising disability-disaggregated SDG reporting, adopting the Washington Group Questions nationally, enforcing accessibility standards, expanding inclusive social protection, and ensuring OPDs remain central partners in monitoring and policy design. Strengthening disability-inclusive SDG monitoring is critical for Ghana to uphold the Leave No One Behind principle and ensure equitable development for all.
