From Fragility to Trust: How Restored Security is Rebuilding Confidence in Cameroon’s Far North (Tourou)

In Cameroon’s Far North Region, particularly across the fragile communities of the Lake Chad Basin, insecurity once dictated the rhythm of daily life. For years, limited state presence left populations exposed to uncertainty and fear, weakening not only physical safety but also the trust that binds citizens to public institutions. Today, through the Regional Stabilization Facility (RSF) implemented by UNDP, that reality is steadily changing.

Across the region, the facility has invested heavily in rebuilding the foundations of security and trust. Its impact is significant: 78 security and justice structures have been built or rehabilitated, 276 vehicles and motorcycles have been deployed to strengthen mobility, and thousands of personnel have been trained in crisis response, human rights, and community engagement. Yet beyond these figures lies a deeper transformation, one measured in restored confidence.

In Tourou, a locality once nearly emptied by insecurity, this change is tangible. The construction of the gendarmerie brigade has turned what was once a symbol of abandonment into a visible sign of resilience and state presence. As the Divisional Officer of Mokolo, Amiya Blaise explains: « Avant, Tourou était quasiment abandonné à cause de l’insécurité. Aujourd’hui, avec le retour des forces de défense et de sécurité, l’appui agricole et la réhabilitation des infrastructures, la population revient progressivement. La présence de l’État est visible et cela rassure énormément les communautés. C’est pour cela que vous et moi nous nous tenons ici aujourd’hui. »

For Chief Warrant Officer Ndongo, the operational difference has been immediate: Our initial working conditions severely limited our capacity to intervene. Today, the complete construction of the brigade and the provision of vehicles change everything. Our continuous presence sends a strong signal: the State is here, right by their side. From our watchtowers, we can observe the entire village, even across the mountainous areas, allowing us to respond more quickly in case of an attack.

But this transformation goes far beyond infrastructure. The Tourou gendarmerie now benefits from solar energy, running water, staff accommodation, separate detention facilities, sanitation services, watchtowers, and digital equipment that improve both service delivery and confidentiality. As Adjudant Chief Sunday notes : « Depuis 2025, le changement est visible. Tout est devenu plus confortable et plus moderne... Les motos sont sur le terrain tous les jours, et même la résolution des conflits est aujourd’hui plus rapide qu’avant. »

On the other hand, another beneficiary, Police Inspector Maina puts it: Our logistical isolation used to create distance. Now, residents no longer hesitate to walk through our doors to share information. This proximity is our best asset for anticipating risks.

By strengthening both formal security institutions and local vigilance committees with communication tools and mobility support, UNDP RSF, with the Government, is creating a powerful partnership between defence forces, local authorities, and citizens. In Tourou, trust is returning and, with it, the foundations for lasting peace, stronger institutions, and resilient development.
