What was the effect of social capital in promoting a dynamic of collaboration and collective action during the pandemic? How did collective action affect households' access to state support? And how did collective action, directly or indirectly, affect the economic vulnerability of households during the pandemic? In this working paper, we present, analyze and discuss the answers our social capital learning cycle offers to these questions.
