Public Financial Management Refresher Training Strengthens Local Capacity in Bong County

The United Nations Development Programme (UNDP), through the Liberia Decentralization Support Programme (LDSP) and with funding from the Embassy of Sweden, supports the Fiscal Decentralization Unit (FDU) of the Ministry of Finance and Development Planning (MFDP) to conduct a two-day refresher training on Public Financial Management (PFM) in Bong County.

Held in Gbarnga, the training brings together Local Government Officials, County Treasury Staff, Comptrollers, and Finance Officers from Spending Entities to deepen their knowledge and application of the Revenue Sharing Law and its Regulations. Topics include budget formulation, execution, and reporting, along with budget disaggregation processes tailored to county-level treasury operations.

Speaking on behalf of the County Superintendent, County Administration Officer Silas Tokpa expressed gratitude to the MFDP and partners. “This is a timely opportunity for finance officers to refresh their skills and enhance their ability to manage revenue transfers in line with the law and its regulations,” Tokpa said.

Deputy Minister for Fiscal Affairs, Anthony G. Myers, emphasized the importance of fiscal decentralization. “Decentralization allows political authorities at both national and subnational levels to share development responsibilities. When done sincerely and respectfully, it fosters inclusive, transparent, and accountable decision-making,” Myers noted.

Mr. Stanley Kamara, UNDP Deputy Resident Representative a.i, highlighted the broader development goals. Effective revenue sharing is not just about fund transfers—it’s about building trust in public institutions and improving service delivery. Your roles are central to the success of this transformative process.”

Kamara encouraged participants to actively engage in the sessions.Share your experiences and leave this training better equipped to contribute to a decentralized governance system that truly delivers for the people,” he stressed.

Delivered through a practical, participatory, and competency-based approach, the sessions are facilitated by experts from the MFDP, FDU, Liberia Revenue Authority (LRA), and Internal Audit Agency (IAA). Training components include structured presentations, case studies, and hands-on exercises using real or simulated financial data.
