NEC Strengthens Monitoring and Evaluation Capacity to Enhance Results‑Based Reporting and Institutional Performance

On April 29, the National Elections Commission (NEC), with support from the United Nations Development Programme (UNDP) through the Liberia Electoral Support Project (LESP), has concluded a two‑day Internal Monitoring and Evaluation (M&E) Review and Refresher Training aimed at strengthening institutional accountability, data quality, and results‑based reporting.

The training brought together 17 participants - 12 male and 5 females occupying the positions of Managers, Monitoring & Evaluation focal persons, and technical staff from across the Commission to review existing systems, strengthen practical competencies, and reinforce a results‑oriented culture aligned with NEC’s Strategic Plan (2026–2030). The initiative responds to identified gaps in timely reporting, coordination, and the effective use of M&E tools to support evidence‑based decision‑making.

Strengthening Core M&E Competencies

Key discussion points during the training included:

  • the fundamentals of monitoring and evaluation, 
  • results‑based management, and 
  • practical sessions on the KoboCollect Toolbox.

Participants shared experiences, successes, and challenges related to digital data collection. They also reviewed and discussed the NEC Strategic Plan, the 2026 Annual Work Plan, and the data collection tools, complemented by hands‑on practicums designed to reinforce learning and application in real‑world contexts. 

The sessions combined theory and practice to enhance participants’ understanding of linking inputs, activities, outputs, and outcomes, as well as strengthening compliance with NEC’s M&E policy and reporting protocols. 

Building Confidence and Promoting Collaboration

Participants highlighted the relevance of the practical approach, particularly the focus on digital tools and results‑based reporting.

“This training has strengthened my understanding of monitoring and evaluation and the importance of timely reporting. The practical sessions on KoboCollect and results‑based reporting have given me more confidence to collect and report quality data that will support decision‑making at the Commission,” said Tutu Johnson, Data Officer, IT Department, National Elections Commission. 

Another participant emphasized the importance of collaboration and continuous learning in improving institutional performance.

“One of the key lessons for me is that learning and collaboration are essential to improving our work. The training has enhanced my skills in data collection and reporting, and I am looking forward to applying these tools to improve coordination and efficiency within my section,” noted Edna Freeman, Deputy Director, IT Department, National Elections Commission. 

Supporting Electoral Integrity and Accountability

Through this training, NEC aims to strengthen internal coordination, improve the quality and timeliness of reports, and enhance tracking of key performance indicators in line with its Strategic Plan and annual priorities. Improved M&E systems are expected to contribute to more transparent, accountable, and effective electoral management processes.

The LESP supports national institutions and processes to promote inclusive, transparent, and accountable governance. The project is managed by UNDP and implemented in partnership with UN Women, the Netherlands Institute for Multiparty Democracy, and the National Elections Commission, with support from the European Union, Ireland, and Sweden.
