Kuwait Launches New Integrity and Anti-corruption Strategy Phase

Kuwait, September 01, 2025, The United Nations Development Programme, the Kuwait Anti-Corruption Authority (Nazaha), and the General Secretariat of the Supreme Council for Planning and Development signed the second phase of the project to update Kuwait’s national integrity and anti-corruption framework, building on the achievements of the 2019–2025 strategy. The project which will run from July 2025 to June 2026 aims to strengthen institutions, rebuild public trust, and align national efforts with Vision 2035 and the UN Convention against Corruption (UNCAC).
Kuwait’s commitment to advancing integrity is reflected in recent international indicators. The country rose 14 places in Transparency International’s 2023 Corruption Perceptions Index, advancing from 77th to 63rd place globally, with its score improving from 42 to 46, the highest since 2015.
This progress is also reflected in the World Justice Project’s Rule of Law Index, where Kuwait ranks 52 out of 142 countries globally. Regionally, Kuwait stands 2nd out of 9 countries in the Middle East and North Africa, underscoring its position as a leader in governance reforms across the region.
“Corruption undermines development, while integrity creates the conditions for growth, fairness, and opportunity. At UNDP, we are working with Nazaha and the GSSCPD to help build a society free of corruption, where institutions are stronger, and people’s trust is restored. But achieving this vision is not the responsibility of one institution alone; every citizen, every organization, and every partner has a role to play in building a transparent and fair Kuwait,” said Ms. Emma Morley, UNDP Resident Representative in Kuwait.
The project will combine research, national consultations, and technical advisory support to Nazaha in drafting Kuwait’s new strategic framework. This inclusive process will build on lessons of the previous strategy and adapt global best practices to Kuwait’s context, ensuring reforms that are practical, participatory, and sustainable.
Looking ahead, Kuwait and UNDP will continue working together to ensure that integrity remains central to Kuwait’s development path, contributing to global efforts under the Sustainable Development Goals, particularly SDG 16 on peace, justice, and strong institutions.
