Governance and Reform
UNDP supports Lebanon in building accountable public institutions that deliver services, uphold rights and respond to people’s needs. We work with national partners to advance public-sector reform, strengthen justice and security institutions, and expand participation in public life.
UNDP provides technical and advisory support to national institutions to improve planning, coordination, public administration and service delivery. This includes support for integrity and anti-corruption measures, digital transformation and administrative reform, including the National Anti-Corruption Strategy, the Digital Transformation Strategy and the Government’s Re-Invent Government 2030 agenda. We also support legal and institutional reforms related to judicial independence, anti-corruption legislation, competition law and electoral reform, while working with Parliament, independent commissions and oversight bodies to strengthen legislative and accountability functions.
Participation is another core part of this work. UNDP supports free, fair and transparent electoral processes, women’s political and economic participation, access to justice, and the participation of youth, persons with disabilities, civil society and the private sector. Since 2009, UNDP has supported six electoral cycles. Legal aid services supported through the programme have reached more than 20,000 people since 2004. We also support reforms that create a more enabling environment for business and investment, alongside support to women-led enterprises and financial literacy.
UNDP also works to strengthen legitimate State authority and security institutions, including through support to the Lebanese Armed Forces, including mine action, and the Internal Security Forces. This includes institutional capacity development, coordination across the security sector and civil-military cooperation, particularly in South Lebanon. Across the portfolio, UNDP connects reform agendas, institutions and partners to support sustained implementation and more accountable and responsive public institutions.
