Crisis Prevention and Crisis Response


UNDP helps communities and institutions in Lebanon prepare for crises, maintain essential services and recover from conflict and other shocks. Working with national and local partners, we strengthen crisis preparedness, protect livelihoods, reduce tensions and help direct support where it is most needed.

At the local level, UNDP works with municipalities and other institutions to assess needs, strengthen planning, maintain essential services and use reliable data and participatory approach to guide support. We also promote conflict prevention and social cohesion through local dialogue and community-led peacebuilding initiatives, including the meaningful participation of women and young people, and combating fake news which can fuel fear, mistrust, and social divisions during times of crisis. Our work on missing and disappeared persons contributes to reconciliation and helps address the unresolved legacy of past conflicts.

At the national level, UNDP strengthens disaster risk management by supporting coordination among institutions across prevention, preparedness, response and recovery. We also strengthen data and monitoring systems for recovery planning. UNDP supports Civil Defense frontline preparedness through firefighting, search-and-rescue and emergency medical equipment, including equipment provided to 20 regional centres.

UNDP also helps protect jobs, restore livelihoods and strengthen food security. We work with farmers, cooperatives, small businesses and local economic actors to maintain employment and strengthen productive capacity. We support the revival of Lebanon’s certified seed-production system and assessing agricultural production and markets to identify gaps and strengthen domestic food production. 

We support infrastructure rehabilitation, shelter improvements and essential service delivery in Palestinian gatherings, host communities and conflict-affected areas. These interventions respond to urgent needs while helping reduce pressures on communities and strengthen their resilience to displacement, conflict and other shocks.

Together, these interventions help Lebanon respond to immediate needs while strengthening institutions and local capacity for future crises and recovery.
