Panama has achieved remarkable progress, yet deep inequalities and growing climate risks continue to shape its development path. UNDP’s country programme supported inclusive governance reforms, social cohesion, and stronger environmental resilience, while expanding gender equality and outreach to marginalized communities. The ICPE recommends leveraging UNDP’s trusted role to strengthen civil service delivery, expand ecosystem-based water management, build national data and monitoring systems, promote women’s empowerment, and enhance operational responsiveness.
