Todos los colombianos y colombianas anhelan la paz, aunque la prolongada duración del conflicto armado y la polarización política a menudo oscurecen esta realidad. El país aún no ha consensuado qué significa vivir en paz ni la mejor forma de alcanzarla, ya sea a través de un acuerdo negociado, una victoria militar, el fin de los enfrentamientos armados o la corrección de las condiciones que los causaron. Las discusiones sobre si la paz debe ser "estable y duradera", "con legalidad" o "total" reflejan esta falta de consenso.

El informe no busca sustituir los mecanismos formales de verificación del cumplimiento del Acuerdo. Su objetivo es complementarlos y enriquecerlos con indicadores de percepción ciudadana, facilitando as. el diseño y la implementación de programas y políticas públicas informadas con la evolución de la satisfacción frente a los beneficios de la paz en las regiones.

All Colombians yearn for peace, although the prolonged armed conflict and political polarization often obscure this reality. The country has yet to reach a consensus on what it means to live in peace or on the best path to achieve it—whether through a negotiated settlement, military victory, the end of armed confrontations, or by addressing the root causes of the conflict. Ongoing debates about whether peace should be “stable and lasting,” “legal,” or “total” illustrate this lack of agreement. 

The 2016 Agreement between the State and the FARC-EP is a case in point: while some regard it as a historic milestone on the road to reconciliation, others view it as an imposition that benefits illegal actors. This conversation is largely shaped by political leaders, the media, academics, and urban influencers—voices that do not always reflect the country’s full reality. A different and surprising narrative emerges when attention is paid to the regions most affected by the conflict.
