This paper examines a large-scale state institution building programme launched in Timor-Leste in May 2002, providing detailed descriptions of achievements made, challenges faced, as well as suggestions for the future in the area of capacity development intervention, capacity development measurement, collaboration with the peacekeeping mission, and resource mobilisation.
