National and Local Policies Related to AIDS and Drug Use: Content Review and Assessment

The study aims to review national and local policies related to HIV and AIDS and drug use, assess their relevance and responsiveness to the current epidemiology and emerging risks on HIV among people who inject drugs (PWID), and generate recommendations that would help enhance policy environment and programme implementation of comprehensive HIV programme for PWID.

It involved an analysis of the contents of Republic Act 9165 (The Comprehensive Dangerous Drugs Act of 2002), the basic national legislation on drugs, R.A.  8504 (The Philippine AIDS Prevention and Control Act of 1998), 23 local legislations on HIV and AIDS - 15 ordinances, 6 resolutions, 2 executive orders – promulgated between 2001 and 2012, and one local ordinance on drugs.
