UDHËZUES PËR PROKURIMIN E SHËRBIMEVE SOCIALE NË NIVEL BASHKIE NË PËRPUTHJE ME LEGJISLACIONIN NË FUQI

Ky udhëzues është hartuar për të ndihmuar Departamentin e Mbrojtjes Sociale dhe Përfshirjes Sociale të Bashkisë Tiranë në procedurat e prokurimit për ofrimin e shërbimeve shoqërore në rastet e partneriteteve me organizatat e shoqërisë civile. Dokumenti, ndër të tjera, shqyrton sfidat që hasin njësitë e qeverisjes vendore në prokurimin dhe zbatimin e kontratave për shërbime shoqërore dhe ofron rekomandime për zgjidhjen e tyre. Dokumenti propozon hapa për zhvillimin e procedurës së prokurimit për kontrata me vlerë nën 20 milion Lek, duke konsideruar përfshirjen e Organizatave Jo Fitimprurëse në ofrimin e shërbimeve për publikun.

GUIDELINES FOR THE PROCUREMENT OF SOCIAL SERVICES AT THE MUNICIPALITY LEVEL IN COMPLIANCE WITH THE LEGISLATION IN FORCE 

This guide is designed to help the Department of Social Protection and Social Inclusion of Tirana Municipality in procurement procedures for the provision of social services in cases of partnerships with civil society organizations. The document, among others, examines the challenges faced by local government units in the procurement and implementation of contracts for social services and offers recommendations for their solution. The document proposes steps for the development of the procurement procedure for contracts with a value of less than 20 million Lek, considering the involvement of Non-Profit Organizations in the provision of services to the public.
