I am very delighted to join Deputy General Director Quang in welcoming you to this important workshop to share and discuss with you the first draft Technical Report and the monitoring and evaluation system for implementation of the National Adaptation Plan in Viet Nam.
As part of the international support to Viet Nam in implementing the Paris Agreement on Climate Change, UNDP is very pleased to work with the Government of Viet Nam in advancing national adaptation mechanism and priorities in alignment with global good practices and UNFCCC process.
With finance from Green Climate Fund’s readiness window, since 2020 UNDP has been working closely with MONRE, MPI, MARD, MOT and MOH to step by step establishing foundation for the Viet Nam National Adaptation Plan Development and Operationalization. In the last two year, through the Nap Support project, we are assisting the line ministries in addressing their technical and operational barriers and gap in implementing the NAP in Viet Nam.
Our project cooperation so far has delivered some concrete results, including what you will hear later this morning a NAP portal for climate risk database, a national M&E system to standardising provincial and national reporting on adaptation goals and progress, and most importantly I hope our support will results in a high quality first ever NAP Technical Report that will be communicated to UNFCCC before COP27.
On this occasion, I would like to congratulate to the Government of Viet Nam for the decision No.148/QD-TT of the Prime Minister on the Establishment of the National Adaptation Plan Monitoring and Evaluation System. I also would like to congratulate the Ministry of Natural Resources and Environment on the successful promulgation of Circular No. 01 on the assessment of climate impacts, vulnerabilities, risks, loss and damage which systematically guides provinces, line ministries, national organisations and stakeholders in apply a common method in assessing, understanding and taking response action to climate risks in their programme and operation.
Ladies and Gentlemen,
This morning you will hear the presentations on the draft NAP technical report and the monitoring and evaluation system of the NAP process in Viet Nam.
The NAP technical report describes climate impacts on different sectors and localities in Viet Nam, actual situation of adaptation resources, gaps in the implementation, solutions and M&E measures, with special attention to girls, women, disadvantaged and vulnerable groups, ethnic minorities and youth.
The report serves not only the review of the NAP implementation based on the Decision 1055/QD-TTg of the Government of Viet Nam but also as an official report of Viet Nam in stocking adaption process of Viet Nam today and how Viet Nam is putting its long-term climate adaptation goals and targets to the next level from 2022-2030.
This NAP technical report will be the key component of the upcoming revision of the Nationally Determined Contributions 2022. Together with the NDC, the NAP technical report is a transparent management tool for national and multilateral cooperation in advancing climate priorities effectively at all levels and fronts.
Today you will also get introduced the NAP M&E system, a crucial tool to regularly monitor national progress on adaption actions. This system, through data collection and analysis, then, will regularly reflecting local and national adaptation results and good practices. The system will also be a transparent tool to track progress made by each stakeholder, from local provinces to line ministries, from public to private sector in implementing their assigned tasks and priorities for adaptation action until 2030. We hope this M&E system will be continuously strengthened and comprehended as a key instrument for Viet Nam to timely review its national NAP progress and transparently communication its national efforts to international communities.
Ladies and Gentlemen,
This workshop is an important opportunity for us to seek your valuable contributions and comments to the current design of the M&E system and to the draft NAP technical report. In light of your suggestions today our project team will be able to work with the line ministries to comprehend the NAP report and M&E systems, and ultimately be the effective mechanisms for operationalising NAP at all levels.

UNDP is very proud of our partnership with the Government of Viet Nam, particularly with the five ministries of MONRE, MPI, MARD, MOT and MOH, in building key NAP process foundations. These are important efforts to enable Viet Nam in effective implementation of the Paris Agreement and building resilient societies toward net-zero targets by 2050 in Viet Nam.
These achievements would not have been possible without the active engagement of the government, ministries, sectors, international and national organizations, associations, and experts here today. I would like to extend my deep gratitude to the active contributions of provinces, experts from line ministries and development partners, and particularly thanks to the great contribution of Prof. Tran Thuc and the NAP drafting team in MONRE and line ministries in laying strong groundwork for the NAP in Viet Nam.
