The UNDP Regional Stabilization Facility

for the Lake Chad Basin and Liptako-Gourma Regions

The Regional Stabilization Facility is a UNDP funding mechanism supported by international donors and regional and national partners. 

The facility, launched in the Lake Chad Basin (Cameroon, Chad, Niger and Nigeria) in 2019 and in the Liptako-Gourma Region (Burkina Faso, Mali and Niger) in 2021, intervenes in targeted conflict-affected areas, supporting the efforts of governments and communities with the aim of reducing the risk of violence and implementing longer-term peacebuilding, recovery and development programmes.

The main activities implemented focus on the following areas:

  1. Promoting security and justice;
  2. Strengthening infrastructure for essential social services;
  3. Creating livelihoods;
  4. Promoting peace and social cohesion;
  5. Strengthening cross-border cooperation.

Outcomes

Regional Stabilization Facility initiatives have helped achieve speedy, large-scale rehabilitation and reconstruction in 61 total localities (33 under the Lake Chad Regional Stabilization Facility and 28 under the Liptako-Gourma Stabilization Facility).

The construction of health centres, security posts, schools, houses, potable water facilities and marketplaces across target communities has energized the local economies and revived the social fabric.

IMPROVING LIVELIHOOD OPPORTUNITIES

Through cash-for-work activities, equipment and training, more than 80,000 People, primarily women and youth, have directly benefited from livelihood support, which has helped communities revive their economic activity.

STRENGTHENING SOCIAL SERVICES 

  • 303 essential social service infrastructures have been built, rehabilitated, equipped and handed over to local authorities or communities (including schools, health centres, potable water points, draining canals and ambulances).
  • 5,773 Permanent housing units have been constructed.
  • 159 water points (including boreholes) have been constructed/rehabilitated.

ESTABLISHING SECURITY AND JUSTICE

  • 139 security and justice infrastructures built and rehabilitated for police, gendarmerie, the judiciary and other security and justice institutions.
  • 3,453 security providers have been trained on human rights, gender-based violence and related criminal procedures.
  • 62 Community Stabilization Committees
    now use inclusive means to identify priorities, select beneficiaries and monitor activities. 
  • 3,715 Solar-powered streetlights have been installed. 

In partnership with the Lake Chad Basin Commission and the Liptako-Gourma Authority, the Regional Stabilization Facility is helping to strengthen regional institutional capacities to develop and implement strategies and guiding frameworks.
