Results of selection of NGOs to participate in UNDP small grants programme

The process of selecting the NGOs that will perform the public monitoring of the delivery and availability of medicines in 17 regions of Ukraine and the city of Kyiv has been finalized.

The organizations have been awarded small grants for the implementation of the proposals they submitted within the framework of the Call for Proposals “The public monitoring of the delivery and availability of medicines at local level.”

Grants have been awarded to:

·       CO "Association of palliative and hospice care"

·       Charitable foundation "Children with haemophilia"

·       Charitable Children Fund “Give child a world”

·       All-Ukrainian Charitable Organization "Initiative for life"

·       Organization “Ukrainian community of people with multiple sclerosis.”

During the period of 28 August to 7 September 2020, six CSOs submitted applications and were assessed by the Evaluation Committee as technically compliant for consideration. According to the results of the evaluations of the proposals, the Evaluation Committee decided to award grants to six CSOs for the implementation of the following projects:

“Monitoring of the delivery and availability of medicines for tuberculosis in Rivne, Kyiv, Odesa, Lviv, Ternopil oblasts”

Goal:

 

1. Obtain data regarding the delivery and availability of medicines, procured by UNDP and other organizations using MoH budget funds, at healthcare facilities in the regions: timeliness of delivery and availability of medicines for patients.

2. Strengthen the capacity of CSOs, particularly patients’ organisations, to protect the rights of the most vulnerable patients to access medicines that are free of charge according to the legislation.

Activities:

 

1. Select the disease area(s) and the regions that the organization wishes to work on, and submit a completed application form according to the instructions.

2. Based on the methodology, tools and instructions provided by UNDP and within the provided timeframe,

monitor the planning, delivery and availability of the medicines procured by UNDP for the MoH (at the national/region/district, hospital levels) for a specific programme or several programmes. The monitoring should address at least the following topics: which medical institutions in the regions received the medicines and in what quantity; the accordance of the medicine quantities ordered and received; the delivery time from the central warehouse to the regional and/or hospital warehouses; and problems encountered during the delivery and distribution to healthcare facilities in the regions.

3. Study other issues relevant to the delivery and distribution of medicines, and the level of transparency, awareness of the availability of free medicine through interviews with health staff, patients, and other stakeholders. Also, monitor the usage of ELiky.in.ua platform, collect best practices etc.

4. Develop a set of findings and recommendations, and possible follow-up steps, based on the monitoring of the delivery of medicines procured by UNDP for the MoH.

Information:

The goals of the programme are to provide UNDP with accurate information about the availability and access to the medicines that UNDP procures, and to develop the capacity of Ukrainian patients’ organizations to conduct autonomous and impartial monitoring.

The initiatives are being implemented within UNDP “Civil Society for Enhanced Democracy and Human Rights in Ukraine” (CSDR) and “Procurement Support Services to the Ministry of Health of Ukraine” (MoH PSS) projects which are part of the UNDP Democratic Governance & Reform Programme Portfolio.
