Recent shifts in control and hostilities across Ar-Raqqa, Deir ez-Zor and Al-Hasakah have resulted in widespread damage to critical infrastructure, disruption of basic services, and new displacement. The UNDP Flash Update highlights severe impacts on electricity, water systems, bridges, roads, health and education facilities, alongside heightened risks from unexploded ordnance and strained municipal services affecting millions of people.
UNDP is responding through coordinated early recovery and stabilization efforts, while identifying urgent fast-track and scalable priorities to restore connectivity, basic services and livelihoods. The Flash Update outlines current interventions, immediate reprogrammable actions, and proposed medium- to long-term recovery priorities to support safe returns, and strengthen resilience across the three governorates.
