New Ways of Governing Conference Report

December 3, 2025

The Global Conference on New Ways of Governing, convened by the UNDP Global Policy Centre for Governance on 28 and 29 October 2025, explored new approaches to governance around four strategic tracks: governance of AI and data at the country level, the future of evidence-informed policymaking, democratic innovation, and the governance of public finance. The following report summarises discussions of the conference with key insights from each track.

A compendium of articles and thought pieces accompanying the report can be downloaded here, and a helpful 'pocket guide’ that highlights bite-sized summaries of the conference insights can also be found here. Its purpose is to provide a snapshot of the ‘New Ways of Governing’ discussions in Oslo in a way that can easily inform other events and processes.

These reports identify pathways, partnerships, and priority actions needed to scale these transformations so they deliver real impact. We hope that they can help you in your work and effectively shape new ways of governing for people and planet.
