Project Background

The Preventing and Countering Corruption in Papua New Guinea Project (PNG Anti-Corruption Project) implemented jointly by United Nations Development Programme Papua New Guinea (UNDP) and United Nations Office on Drugs and Crime (UNODC) and funded by the European Union aims to strengthen the Government’s commitment and capacities to address corruption in line with the United Nations Convention against Corruption (UNCAC).

The PNG Anti-Corruption Project is an integral part of the EU-PNG Partnership for Good Governance, and its overall goal is to substantially reduce corruption.

The Project has been designed to specifically support the Government’s own development priorities. It is framed to support the National Anti-Corruption Plan of Action (NACPA) 2020-2025 to implement Papua New Guinea’s National Anti-Corruption Strategy 2010-2030.

The Project will direct specific support towards core anti-corruption institutions, particularly the new Independent Commission Against Corruption, Royal Papua New Guinea Constabulary, national and provincial fraud units, and the Office of the Public Prosecutor to strengthen their capacities to investigate and prosecute corruption. The Project will also support the anti-corruption efforts of Non-State Actors, such as Civil Society Organizations, private sector, youth and media.

Project Objectives

1. Build the commitment and capacity of Government and non-government organizations to successfully prevent and fight corruption in PNG, notably through the support of PNG's NACPA

2. Strengthen the capacity of the core anti-corruption institutions and processes

Project Outcomes

1. NACPA progressively implemented and monitored, including through law reform (UNDP)
2. ICAC established and operational in accordance with UNCAC recommendations, standards and good practices (UNODC)
3. NFACD, PFACU and OPP capacity to investigate and prosecute corruption enhanced (UNODC)
4. Network of community stakeholders in support of anti-corruption efforts mobilized (UNDP)
