Warning – Fraudulent Proposals and Scams

March 30, 2022

The United Nations Development Programme (UNDP) is aware of various fraudulent procurement notices and requests that are being circulated via email or other means of communication falsely asking for offers and proposals from suppliers, service providers, and contractors in Lebanon.

Such requests may seek to extract professional details and competitive information as well as money through processing and administrative fees. These emails and documents contain fraudulent return email addresses and bear an unauthorized UNDP or UN emblem or name. Such proposals have no connection whatsoever with UNDP.

Please be aware that:

  • UNDP and its office in Lebanon do not conduct procurement processes through external entities or individuals on a commission basis.
  • UNDP does not charge any application, processing, training, interviewing, testing, or other fee in connection with the procurement process. Should you receive a solicitation for the payment of a fee, please disregard it.
  •  All procurement notices are published on UNDP’s websites:

https://procurement-notices.undp.org/https://www.lb.undp.org/ and/or

https://www.ungm.org/Public/Notice

  • All UNDP email addresses end with “undp.org”
  • Note that the scammers’ request for the payment of fees may come only after you have accepted the fraudulent offer.

Such use of the United Nations/UNDP name and emblem or other names or indicia in these requests for proposals is unauthorized and illegal, and the relevant authorities will be informed of any such activities. UNDP preserves all its rights to sue and pursue whoever is or will be involved in these illegal acts, as well as to claim indemnities for all types of moral, reputational, and financial damages that might occur.

Extreme caution should be exercised in relation to any suspicious communication, as financial loss and identity theft could result from the sending of money or personal and professional information to those issuing such fraudulent correspondence. UNDP is not responsible for any such loss or theft.
