This report presents the final year of implementation of the UNDP Gender Equality Strategy 2022–2025, highlighting progress achieved in 2025 and across the four-year strategy period despite intersecting crises, shrinking fiscal space, and growing backlash against gender equality. It shows how UNDP combined immediate support for women with efforts to transform the institutions, policies and systems that perpetuate inequality. Between 2022 and 2025, 182 million women gained access to essential services, 155 million obtained financial services, 153 million registered to vote, and 18 million gained access to clean and affordable energy through UNDP-supported initiatives.

Across UNDP’s six signature solutions, the report highlights structural and durable change. In 2025, 30 countries advanced fiscal and tax reforms, 46 countries strengthened social protection and care systems, and 66 countries strengthened laws, policies and services to prevent and respond to gender-based violence. It also documents progress on women’s leadership, climate and biodiversity action, and partnerships with governments, civil society, UN entities and the private sector.

Within UNDP, 75 percent of expenditures contributed to gender equality outcomes in 2025. As UNDP transitions to its Gender Equality Strategy 2026–2029, lessons from the past four years and consultations with more than 110 country offices and 3,000 stakeholders will inform its continued focus on transforming systems and power structures that generate gender inequalities.
