Parliaments and Artificial Intelligence: Governing AI in the Public Interest

October 7, 2026

The speed and scale of AI development are testing the capacity of all governance institutions. Yet parliaments occupy a unique position in this landscape. As the elected representatives of the people, they hold the mandate to legislate, hold governments accountable, and to ensure that the voices and values of citizens are reflected in the rules that govern society. How parliaments respond to AI, in part, can help shape whether this technology serves the public interest or deepens existing inequalities,

This paper provides parliaments and parliamentary support actors with an accessible overview of the rapidly evolving landscape of parliamentary engagement with AI. Drawing on evidence gathered by UNDP and partners, it outlines what parliaments themselves are identifying as priority concerns, how they are beginning to take action and what support they need.
