Global Landscape Analysis: Artificial Intelligence in Electoral Administration
October 19, 2026
Artificial intelligence (AI) is increasingly becoming part of electoral administration, creating new opportunities to improve efficiency, accessibility and voter engagement, while raising important questions about governance, institutional readiness and electoral integrity.
This Global Landscape Analysis examines how electoral management bodies (EMBs) are using, preparing for and governing AI. Drawing on a 2026 UNDP survey of 53 EMBs across six regions, alongside experiences and insights shared at the Global Conference on Responsible AI and Elections and desk research, the report provides a global overview of emerging practices, opportunities and challenges.
The publication explores AI applications across electoral functions, institutional readiness, governance, procurement, inclusion, information integrity and cybersecurity. It also features country experiences and considerations for electoral authorities, international partners and technology providers to support the responsible adoption of AI in electoral administration.
