This evaluation assesses the UNDP contribution to Tajikistan's national development priorities from 2021 to mid-2025, a period of institutional evolution for the country. This ICPE finds that UNDP holds a distinctive position in Tajikistan, leveraging its long-standing trust and convening power to deliver tangible results across governance, environment, and the institutionalization of the Sustainable Development Goals (SDGs). UNDP was central in driving reforms in civil registration and justice, initiating the climate change agenda, and laying the groundwork for progress in biodiversity conservation. Although structural barriers hindered systemic transformation, the most sustainable results were secured through legal mandates and integration into public systems. Looking ahead, the report recommends that UNDP consolidate these governance gains, scale up private sector engagement to expand financing and job creation, and further advance its role as a technical integrator.
