Set against Albania’s ongoing reforms and EU accession aspirations, this Independent Country Programme Evaluation looks at how UNDP has supported national efforts to strengthen institutions, expand access to services and promote inclusive and sustainable development. It shows that UNDP has been a steady partner, particularly in governance reform, local service delivery and environmental management, combining policy advice with practical support. The evaluation also highlights areas where further strengthening is needed. It points to opportunities to build stronger links across interventions and sustain results over time, helping UNDP to refine its role in a changing development landscape.
