UNDP Evaluation Policy for 2025–2030

The UNDP Evaluation Policy details the purpose, principles, and the institutional framework that guides the evaluation processes within UNDP and its associated entities UNV, UNCDF and UNOSSC.
On 28 August 2025, the UNDP Executive Board approved a revised Evaluation Policy, valid until 2030 (decision 2025/26). The revision follows an independent review of the UNDP evaluation policy which, together with a management response formulated by UNDP management and the Independent Evaluation Office, was presented to the Executive Board at its First Regular Session, 2025.
From introducing a formal theory of change to elevating the importance of evidence synthesis, stakeholder engagement and impact evaluations, the updated policy reflects a shared vision of evaluation as a core part of how UNDP learns, improves and remains accountable.
The revisions also include two new institutional changes:
- The policy now explicitly includes the United Nations Office for South-South Cooperation (UNOSSC)
- The tenure of the IEO Director has changed from a five-year term to a single, non-renewable seven-year term.
