Rising Djibouti, a portfolio of six COVID-19 socio-economic recovery projects, focusing on rehabilitation and promotion of micro small and medium enterprises (MSMEs) and productive civil society organizations in green and blue economy sectors, Innovative policies to accelerate the achievement of sustainable development goals and sustainable financial inclusion to catalyze economic empowerment

The projects complementary to each other, are brought together for better coordination and higher effectiveness to contribute towards Socio-Economic Recovery from COVID impacts and build forward better.

Djibouti’s Response to COVID Induced Livelihoods and Jobs (funded by USAID)


The project will strengthen the COVID-19 impacted MSMEs and the productive CSOs to rehabilitate and protect Djibouti’s livelihoods from the impacts of COVID-19 for an immediate recovery and enhance people’s skills to achieve sustainable economic growth.

The project will also be piloting new and promising value-chains through women and youth led MSME networks. . It will be a motor to accelerate socio-economic recovery mainly in the green and blue sector and build community resilience in the five regions and in Djibouti-city.

Aligned with the National Solidarity Plan and the National Development Plan, it will create employment opportunities for youth though digital applications and partnership with the private sector outlets and enhance market linkages for domestic products and services. The project aims to contribute to improve livelihood and socioeconomic recovery of over 5,000 beneficiaries and will enhance the social inclusion of the most disadvantage and unemployed youth.

Transformative Governance for Inclusive and Resilient  Post COVID Socio-economic Recovery (funded by UNDP Core partners)


This project will support transformative governance through evidence-based policy recommendations to support change in how the green and blue economy sectors contribute to national socio-economic recovery.

It will aim to trigger a paradigm shift by demonstrating a model in which a combination of enabling factors such as training, access to finance, access to technology, access to decision-making roles, and market access can empower women and youth and transform them into contributing members of the economy. Thereby it should be building strong social capital and be a foundation for inclusive and transformative governance for effective post-Covid socio-economic recovery.

In line with the National Development Plan 2020-2024 (NDP), which focuses on socio-economic recovery through inclusion, connectivity and institutional strengthening, this new project will strengthen the climate resilience of agro-pastoral and fisheries-based MSMEs to improve food autonomy and support the creation of women-led MSMEs to brace a whole-of-society approach to build back better and greener.

More specifically, the project intends to financially involve women in the paths of socio-economic recovery based on the blue and green economy.  It also aims to provide avenues for institutional reform and the systematic overhaul of governance by developing value chain based MSMEs led by women and youth

In addition, the project will support policy reforms aimed at creating an enabling environment for local and regional business development and incentives for low-risk foreign investment in the blue and green economy.

To improve the climate resilience of development, it will develop innovative climate technologies to optimize available water resources, increase women’s financial inclusion and strengthen market linkages.

Climate Resilient Women Centric Economic Empowerment for for Inclusive and Greener Post-COVID19 (funded by Multi-Partner Trust Fund)


This project focusing specifically on women-owned and women-centered MSMEs in the green and blue economy sectors.is funded by Multi-Partner Trust Fund and implemented by UNDP and FAO,

This joint programme is possible thanks to the contributions to the UN Response and Recovery Fund by the governments of Netherlands, Denmark, Switzerland, Norway, Sweden, Republic of Korea, Finland, New Zealand, Croatia, Iceland, Thailand, Slovak Republic and Cambodia

The project will develop social capital through inclusive, comprehensive and innovative economic empowerment options and mechanisms for women, especially those which belong to the minority groups and disadvantaged groups.

It will enhance financial inclusions for the marginalized women to expedite the post COVID socio-economic recovery process.

Finally, the project will demonstrate how combination of enabling factors such as training, access to finance, access to technology, access to decision-making roles and access to market can empower the women and facilitate their financial contribution to the economy.

Integrated Financing for Sustainable development goals Acceleration and Resilience in Djibouti

Thanks to SDG funds, UNDP in partnership with UNICEF and WFP support Djibouti in costing social sector priorities for accelerating the achievement of sustainable development goals (SDG)

This joint programme is possible thanks to the Joint SDG Fund that supports countries to accelerate their progress towards the Sustainable Development Goals (SDGs) and to deliver on the commitment of the 2030 Agenda to leave no one behind. The Joint SDG Fund receives support from EU, Denmark, Germany, Ireland, Luxembourg, Monaco, the Netherlands, Norway, Portugal, Spain, Sweden and Switzerland.

Based on the on-going process to mainstream SDG acceleration in the ‘National Solidarity Pact’ for the COVID19 response and the upcoming National Development Plan,  the initiative will cost social sector priorities and analyze fiscal space within the public sector budget for financing the priority SDGs. It will analyze the financing gap and public finance management practices with a view to develop an integrated SDG financing strategy.

Strenghtening the economic resilience of vulnerable small and medium enterprises

As part of the project to strengthen the economic resilience of vulnerable enterprises in Djibouti, signed by the Government of Djibouti with the IsDB, UNDP is collaborating with the Ministry of Finance and Economy, as the lead partner for financial inclusion, to strengthen Islamic microfinance for the socio-economic recovery of small and medium enterprises in Djibouti.

In this framework, UNDP is working with the UNDP Istanbul International Centre for the Private Sector in Development to leverage its capacity to advise Djibouti on private sector development policies and cooperation agreements with countries with successful Islamic microfinance models such as Turkey.

UNDP will also provide support to identify opportunities to introduce digital finance and other catalytic approaches to transform the microfinance sector for targeted populations.

Transparency, accountability and civic engagement 


This  project, funded by the Danish government, is planned to support Djibouti’s efforts on promoting effective and inclusive governance by enhancing institutional capacities to  ensure the effective, efficient and transparent management for inclusive and equitable development and fostering enabling environment where people engage further with the public institutions.

The project will reinforce the capacity of the public bodies and key stakeholders, support the engagement of citizens, especially women and youth, to become better informed and involved in dialogues on good governance. Media platforms will also be strengthened to facilitate access to information.
