Enabling political environment

Governmental institutions must possess political leadership needed to uphold the rule of law, honor the social contract, reduce inequality, and value social, economic and political inclusion. Progress in these areas enables the rule of law to be embedded in a society’s culture, enhancing trust between the population and the state. UNDP helps to build institutional capacities to fulfill the needs of people for justice and security within a politically enabling environment.

UNDP designs rule of law programmes within a conflict prevention framework, to contribute to democratic oversight and good governance, promote transparency and accountability, and foster respect for human rights in order to sustain peace. We support the creation of constitutional frameworks that provide for separation of powers, fundamental rights, and the rule of law.  Strengthening civilian oversight mechanisms and supporting the implementation of Universal Periodic Reviews and Treaty Body recommendations in national reform processes is also crucial to this work. These tools serve to open the political space necessary for transformative change to take place and to sustain peace.

As part of these efforts to address political obstacles to rule of law reform, UNDP works closely with UN partners, including UN Department of Political and Peacekeeping Affairs, Peacebuilding Support Office, and Office of the High Commissioner on Human Rights. Additionally, UNDP also values partnerships with institutions like Folke Bernadotte Academy, which help to expand our understanding of emerging topics and practices.
