Absence of safety and security measures can perpetuate lack of trust amongst individuals, communities and the state. This can affect economic growth and investment, and absorb government resources, which could otherwise be spent in development.
UNDP supports community security by working with local officials and individuals to identify both the causes of insecurity and solutions to improve safety. An important component of this work is building capacity of police, strengthening accountable institutions, and advocating for human rights. This includes advocacy and support for the implementation of the Human Rights Due Diligence policy. UNDP helps to establish effective police-community relations to enhance security, trust, and protection of populations, especially women. This includes strengthening police capacities to adopt community-oriented and gender-responsive policing. Additionally, UNDP supports measures to curb the proliferation and availability of small arms and light weapons, including the promotion of the International Small Arms Control Standards.
UNDP also contributes to community security by supporting Disarmament, Demobilization, and Reintegration (DDR). Integrated approaches to DDR furthers peacebuilding objectives and contributes to long-term security and stability. Together with UN Department of Peace Operations (DPO), UNDP co-chairs the UN Inter-Agency Working Group on DDR (IAWG-DDR). This group consists of 25 UN members who are also the custodians of the UN Integrated DDR Standards (IDDRS), which provides comprehensive guidance on how to plan and implement integrated DDR support. UNDP also supports contextualized community-based reintegration programmes in countries such as Colombia and Sudan and in regions such as the Great Lakes Region and the Lake Chad Basin.
As part of these efforts to increase safety and security, UNDP works closely with UN partners, including UN Police, UN Office on Drugs and Crime, DPO, and UN Women. UNDP is also a part of the UN Coordinating Action on Small Arms. Furthermore, UNDP maintains important partnerships with key actors such as, the International Security Sector Advisory Team and the Violence Prevention Alliance.
