Fourth National Communication and Third Biennial Update Report for BiH under the UNFCCC

Bosnia and Herzegovina, as a non-Annex I party to the United Nations Framework Convention on Climate Change (UNFCCC) is obligated to submit its National Communications on Climate Change (NC) every four year. The Initial National Communication Report was submited in 2012.

As a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is also obligated to submit its  Biennial update reports on the greenhouse gases emissions (BUR) every two years. First Biennial Update Report of Bosnia and Herzegovina on greenhouse gases emissions (FBUR) was submitted in 2014.

What we do?

UNDP in partnership with the Ministry for Spatial Planning, Construction and Ecology of Republika Srpska, and Global Environmental Facility financial support, has started implementation of the Project Enabling Activities for the Preparation of Bosnia and Herzegovina’s Forth National Communication to the UNFCCC.

The Project aims to enable Bosnia and Herzegovina to produce and disseminate its Forth National Communication (FNC) and Third Biennial Update Report to the Conference of the Parties (CoP) of the UN Framework Convention on Climate Change (UNFCCC) according to Decision 17/CP8 and other guidance provided.

The FNC will update and strengthen information provided regarding climate changes, greenhouse gas inventories, climate change mitigation, vulnerability to climate change and steps taken to adapt to climate change, as well as information on public awareness, education, training, systematic research and technology transfer. The Project also increased the capacity to produce subsequent national communications that meet CoP guidelines.

The long term objective of the project is to assist BiH in deepening the mainstreaming and integration of climate change into country and sectoral development goals and to enable the entity and state level government to respond to international environmental obligations by strengthening and giving continuity to the institutional and technical capacity development that has been initiated and sustained by the National Communications process to date.

Project components

Project activities are structured around the completion of four chapters of the Forth National Communication. The following activities will be implemented in order to finalize document:

•    Updating GHG inventory
•    Vulnerability assessment and adaptation measures
•    Mitigation analysis
•    Updated information on NC and other areas, TNA
