The report “BUDGETING OF SDG 11 INDICATORS” is commissioned by UNDP in the framework of the UN Joint Programme ‘Leave No One Behind’ to assist the Department of Housing of (MoFE) to link the budgeting process of Mid-Term-Budget (MTB) with the implementation of the SDG 11.1 target: “by 2030, ensure access for all to adequate, safe and affordable housing and basic services, and upgrade slums”.

Recommendations from the report shade lights, among other things, that the information obtained through existing surveys conducted periodically by INSTAT requires further alignment with the adopted methodology for the SDG Indicator 11.1.1, which eventually would support the authorities to enable the utilization of this indicator to monitor the progress in achieving the SDG 11 in Albania, and establish clear links between the indicator and the effective policy statement, goals and programs on social housing in Albania, and determine long term vision and intermediate targets associated with specific budgets to achieve these goals.

Raporti "BUXHETIMI I TREGUESVE TE SDG 11" është kryer nga UNDP në kuader të Programit të Përbashkët të Kombeve te Bashkara "Askush te mos mbetet Pas" me qellim mbeshtetjen e Departamentit te Strehimit të Ministrise se Finances dhe Ekonomisë per të përcaktuar vlerat e synuara të OZHQ 11 - treguesi 11.1.1, dhe përfshirjen e tij në buxhetimin afatmesëm (PBA). Ai vlerëson metodologjinë aktuale te matjes së indikatorëve për objektivin OZHQ 11.1 dhe rekomandon përmirësimin e saj. Ai gjithashtu rekomandon lidhjen midis treguesve të OZHQ 11 dhe deklaratave të politikave, dhe përcakton objektivat e ndërmjetme dhe buxhetimin për arritjet e tyre.
