As conflict, climate shocks, and fragility continue to drive displacement across Africa, the need for long-term, development-focused solutions has never been more urgent. The UNDP Framework on Development Solutions to Forced Displacement in Sub-Saharan Africa presents an integrated approach to addressing one of the continent’s most pressing challenges. Moving beyond short-term humanitarian responses, the framework positions displacement as a development issue that requires sustained investment in resilience, governance, livelihoods, social cohesion and inclusive growth.

Structured around six geographic clusters and aligned with UNDP’s Strategic Plan 2026–2029, the framework outlines practical pathways for supporting governments, communities and regional institutions to prevent, manage and resolve displacement-related challenges. Through a Humanitarian-Development-Peace nexus approach, it advances solutions that strengthen local systems, empower displacement-affected communities, promote climate-adaptive livelihoods and foster peace and stability across the continent.
