In Africa, only a quarter of the international borders are effectively controlled, leading to problems with law enforcement and regulation. This lack of control has resulted in a shortage of essential service providers such as police, justice sector players, and paramedics. The main sources of conflict in the region include state forces, rebels, political militias, and identity militias.
