Gender Mainstreaming serves to highlight a major lesson derived from slow progress in achieving real change in the situation of women despite efforts over two decades – that significant change cannot be achieved by adding marginal programmes for women. Rather, what is required is changes in mainstream policies and resource allocations to reflect the interests and views of women as well as men.
