2007: Care Economy: Strategic Perspective for Achieving the Millennium Development Goals (MDGs)

On 7 August, 2007, UNDP, together with Ministry of Foreign Affairs, 2008 G8 Summit/NGO Forum, and Hottokenai Sekai no Mazushisa (Japan Chapter, Global call to Action against Poverty), co-organized the symposium “Care Economy: Strategic Perspective for Achieving the Millennium Development Goals (MDGs)”.
Summary of Symposium
The symposium began with opening remarks by Mr. Shun-ichi Murata, Director, UNDP Tokyo Office, followed by Mr. Katsuki Oda, Deputy Director-General, International Cooperation Bureau, Ministry of Foreign Affairs of Japan, and Ms. Kaori Kuroda, Managing Director, Hottokenai Sekai no Mazushisa. The former Uganda parliamentarian and Director of the UNDP Gender Team, Ms. Winnie Byanyima, gave a keynote lecture on the concept of unpaid care work, the care economy and the nexus between unpaid care work and the MDGs. She presented the impact of unpaid care work on development using the case of Uganda. Good practices were shared by NGO participants from Kenya, Tanzania and Mauritania and Nepal.
Esther Mwaura-Mutru (Kenya) from GROOTS spoke on experiences in valuing women’s unpaid care work from the perspective of HIV/AIDS and community home based care (CHBC). Usu Mallya from Tanzania Gender Networking Programme (Tanzania) analyzed and made recommendations on home based care in the context of macroeconomic studies. Madyoury Tandia from Tenmiya (Mauritania) presented a case on public/private partnership, and Meena Acharya from Tanka Prasad Acharya Memorial Foundation (Nepal) on economic value and contributions of unpaid care work to Nepal’s national economy.

A panel discussion on “Building on Experiences: Care Economy and Policy Intervention” took place in the afternoon, moderated by Professor Yoriko Meguro, Dept. of Sociology, Sophia University. Panelists including Ms. Byanyima, Ms. Hikariko Ono, then Senior Coordinator, Global Issues Cooperation Division, International Cooperation Bureau, Ministry of Foreign Affairs, and Mr. Takumo Yamada, Oxfam Japan Advocacy Officer, discussed policy and practical measures to address unpaid care work i.e. implementation of gender sensitive budgeting, and the expansion of basic social services.

2006: Investing in Poor Women to Achieve Millennium Development Goals (MDGs): Engendering Macroeconomics and Budgets
On 31 July 2006, UNDP, together with the Cabinet Office and the Ministry of Foreign Affairs, co-organized “Investing in Poor Women to Achieve Millennium Development Goals (MDGs): Engendering Macroeconomics and Budgets”. The symposium addressed how gender perspectives could be integrated into macroeconomic policy and budgetary processes at the level of national and local governments.

Mr. Shoji Nishimoto, Director (then), Bureau for Development Policy, UNDP, gave an opening remark followed by H.E. Dr. Kuniko Inoguchi, Minister of State for Gender Equality and Social Affairs (then) and member of the House of Representatives. After the keynote lecture by Dr. Diane Elson, Professor of University of Essex, UK, Dr. Selim Jahan, Senior Adviser and Cluster Leader (currently Head of Poverty Group), Poverty Group, Bureau for Development Policy, UNDP, provided good practices of JWIDF funded projects on the ground. Additional examples from the Philippines, Georgia and Senegal were presented.
Active discussions took place from the panelists and the floor: Mr. Ryokichi Hirono, Professor of Seikei University, Professor Yasuko Muramatsu, Tokyo Women’s Christian University, Dr. Jahan, Professor Elson, and Mr. Ken Okaniya, Director (then), Aid Planning Division, Economic Cooperation Bureau, MoFA shared their knowledge and experience with the audience. Professor Yoriko Meguro, Sophia University, gave the closing remarks.
A workshop was organized the following day for practitioners: Ms. Mariko Saito, Programme Manager (then), UNDP/Japan WID Fund, shared in brief JWIDF innovations and UNDP’s efforts in strengthening its work on advancing gender equality and women’s empowerment. Professor Muramatsu gave a lecture on an overview on HOW to do gender sensitive budgeting, and Ms. Asako Osaki, Gender and Development Specialist on different entry points.

2005: UNDP/JWIDF 10th Anniversary Symposium: Strengthening Partnerships for Achieving Millennium Development Goals (MDGs) and Gender Equality
On 16 November, 2005, The UNDP/JWIDF 10th-Year Anniversary Symposium “Strengthening Partnerships for Achieving Millennium Development Goals” was co-organized by UNDP and the Ministry of Foreign Affairs, in cooperation with JICA and JBIC.
2005 marked the tenth anniversary of the Fourth World Conference on Women in Beijing, and fifth anniversary of the UN Millennium Declaration. As JWIDF was set up as a follow up mechanism to the Beijing Platform for Action, 2005 was a milestone for the JWIDF, as well. Its ten years’ worth of experiences and knowledge were shared, followed by a reiteration of commitment to further the work on the advancement of gender equality and the empowerment of women in achieving the MDGs.

Mr. Shigekazu Sato, Director-General (then), Economic Cooperation Bureau, Ministry of Foreign Affairs of Japan and Mr. Shoji Nishimoto, Assistant Administrator and Director (then). BDP, UNDP, made opening remarks, followed by guest speeches from H.E. Dr. Kuniko Inoguchi, Minister of State for Gender Equality and Demography (then) and Member of the House of Representatives, and Ms. Yoko Komiyama, Member of the House of Representatives and Secretary-General (then), League of Parliamentarians for Women in Development, Japan. Ms. Aster Zaoude, Senior Gender Adviser (then), UNDP, highlighted JWIDF as a success-model of UNDP/Japan partnership. Professor Jun Nishikawa, Graduate School of Asia-Pacific Studies, Waseda University, gave a keynote speech on “How to achieve gender equality”.
JWIDF 10th Anniversary Symposium: Panelists during the panel discussions, at UN House, Tokyo Japan
The first session featured good practices on gender and ICT: the JWIDF produced video “Breaking the Myth: ICT in the Hands of Poor Women” introduced a project implemented by the Self Employed Women’s Association (SEWA), India, which supported women micro entrepreneurs in the informal sector in India. Ms. Mona Dave, Manager of SEWA also gave a report back on the achievements.
The second session featured good practices on the political empowerment of women. Good practices from Ecuador, Uganda, Iran and the Democratic Republic of Congo were shared. Ms. Elizabeth Kyasiimire, Commissioner, Gender, Culture and Community Development of the Ministry of Gender, Labour and Social Development of Uganda introduced a JWIDF supported programme “Gender Mainstreaming in Local Governance”.
During the panel discussion, panelists had an active dialogue on how Japan could contribute to achieving the MDGs through its official development assistance and leadership role in promoting gender equality and women’s empowerment. Professor Yoriko Meguro, Sophia University, acknowledged JWIDF as a strategic partnership model of UNDP and Japan.

2000: Empowerment of Women in Post-Conflict Reconstruction
UNDP organized a symposium titled “Empowerment of Women in Post-conflict Reconstruction” on 28 July, 2000 in Tokyo. The symposium reviewed the process of post-conflict development, the role of women in the reconstruction processes, and UNDP-Japan partnership under post-conflict settings. Ms. Konno Misako, Goodwill Ambassador to UNDP and Ms. Tomoko Nagano, a TV anchorperson, were featured in the JWIDF produced videos. The symposium was reported in a special article of Asahi Shimbun (Asahi Newspaper) on 11 August, 2000.
Summary of Symposium
During the keynote speech titled “Women’s Role in the post conflict reconstruction”, Ms. Eimi Watanabe, Director (then), BDP, UNDP, addressed the importance of women’s participation in a country’s reconstruction process and how UNDP’s activities on the ground supported such interventions. Both Ambassador Konno and Ms. Nagano shared their experiences visiting the project sites and meeting project beneficiaries. Ms. Yumiko Tanaka, Japan International Cooperation Agency, presented JICA’s experience on reconstruction programmes. During the panel discussion facilitated by Mr. Hagitani, Asahi Shimbun (then), UNDP and JICA discussed possible future UNDP-Japan partnership.
