Gender in Crisis & Post-Crisis Situations
Crisis and conflicts result in the breakdown of infrastructures and
social networks. However, these disruptions also create opportunities
to transform gender relations because women and men are often forced
to take on new roles and responsibilities during crises. Post-conflict
recovery provides a window of opportunity to rebuild society based on
gender equality in institutional and social frameworks.
Practice Lines
Conflict Prevention and Peace-Building:
UNDP supports the development of conflict prevention and peace-building
strategies as well as the mainstreaming of a conflict lens into core
development strategies and programs (e.g. governance, poverty, environment).
Building capacities for peace and long-term sustainable development
is the main objective.
Recovery:
UNDP offers rapid assistance to whole communities while contributing
to the establishment of the social and economic foundation for durable
peace, development and alleviation of poverty. This includes conducting
early assessments to identify recovery needs, opportunities and priorities;
providing advice to governments and partners on recovery strategies;
designing programmes for early recovery, including the reintegration
of internally-displaced persons, returning refugees and ex-combatants;
and strengthening UN-system coordination and transition policy frameworks.
Security Sector Reform and Transitional Justice:
UNDP supports the establishment of rights respecting justice and security
sector services in crisis and post-conflict situations. Some approaches
include supporting the development of strategies for transitional justice,
security sector reform and institution-building as well as encouraging
the enhancement of civilian accountability and oversight of the sector.
Small Arms Reduction, Disarmament and Demobilization of Ex-Combatants:
UNDP strives to reduce the impact of small arms and light weapons (SALW)
on the livelihoods of people and to advocate benefits achieved from
small arms reduction and control. UNDP assists governments to strategies
for SALW reduction; to build national capacities to implement related
policies and programmes; to support public awareness campaigns in communities;
to create opportunities for sustainable livelihoods and community development;
to support the controlling of the illicit flow and supply of SALW; to
support the establishment of management systems and structures to implement
weapons collection and demobilization programs; and to support the disarmament,
demobilization and reinsertion of ex-combatants.
Mine Action:
UNDP strives to ameliorate the impact of landmines on people living
in mine-affected environments. UNDP’s activities include: providing
technical support and advice to countries to develop sustainable mine
action strategies; providing skills and training; raising awareness,
assisting the implementation of Landmine Impact Surveys; and advocating
an effective global moratorium on the manufacturing, trade and use of
landmines.
Natural Disaster Reduction:
UNDP strives for sustainable disaster risk reduction and recovery by
strengthening capacities in disaster preparedness and response. Activities
include providing support in response to sudden crisis and post-disaster
recovery, developing human resources through the Disaster Management
Training Programme; and supporting policy and advocacy for natural disaster
risk reduction.
Special Initiatives for Countries in Transition:
UNDP helps authorities to deliver essential public services and to establish
basic security in support of UN peace operations. Activities include
providing budgetary and operational support; supporting the rehabilitation
of administrative and public infrastructures; providing support to urgently
needed public services; and supporting institutional recovery, capacity
building and reform.
