now acting as Senior Gender Advisor for the ILO Regional Office for

UNIFEM gender budget work started
with training in Lebanon. Now Egypt has prepared gender budget training
material in Arabic and conducted two workshops for high-level officials
in the Ministry of Planning. UNIFEM Egypt is working with the National
Council of Women on implementing gender performance auditing and gender
budgeting analysis of the national budgets under the National Development
Plan (1997-2002). Initial focus is likely to be the Ministry of Local
Administration and the Ministry of Youth.
In Jordan, capacity-building work with the Ministry of Planning
and Finance commenced in January 2003.
Additional Materials in Arabic:
They have prepared a training manual in Arabic based on Budlender,
Sharp and Allen 'How to do a gender-sensitive budget'. A translation
of the Idasa South Africa Budget Dictionary by Albert Van Zyl is
currently being finalised.
They are in the process of translating their new materials on the
Arab Region budget formulations (which will be tested then published

The UNIFEM sub regional office
for North Africa is supporting the Moroccan Minister of Finance and
Privatisation to lead the strengthening of governmental capabilities
to undertake gender analysis of sector budgets and develop gender-responsive
budgeting processes. The participating governmental departments include
the Ministries of Finance and Privatisation, Planning, Education and
Youth, Higher Education, Health, Agriculture, Public Works and Local
Communities. Project activities also aim to sensitise NGOs and parliamentarians
on GSB.
In order to sensitise the governmental stakeholders on GSB and
to gather recommendations for the production of a handbook and a
practical guide on gender budgets applicable to the Moroccan context,
two workshops, facilitated by an international consultant, were
conducted during the year 2003. As a second step, sensitisation
materials are being produced for the sensitisation activities intended
for NGOs and parliamentarians. Finally, a national seminar will
be organized for both governmental and nongovernmental stakeholders
to jointly formulate a strategy/action plan for the engendering
of the budgetary process.
