Ms. Gadio, was trained in France and the US as a
Rural Sociologist. Her areas of specialization include Poverty Reduction
Strategies, and gender/development. For the past fifteen years she
has worked in academia, teaching theories of Development, social
research, and Gender and Development courses. In addition, she worked
with development oriented institutions such as the World Bank, World
Links, UNCF, and USAID on a number of gender and poverty related
assignments. Her areas of interest and publications include mainly
research on African women's work in the informal sector and generational
changes occurring in their roles in agricultural.

Having studied Translation and Political Science, Isabelle de Goussencourt
served for almost three years with UNDP Burundi in the Community
Assistance Umbrella Programme, a direct execution programme aimed
at helping Burundian communities recover from the crisis. As the
Head of the Monitoring and Evaluation Unit, she gained experience
in capacity building, participatory approaches and also worked in
resource mobilization. Prior to joining UNDP she worked in Kosovo
as Press and Information Officer for a non-governmental organization.

Trained as an agro-economist with his areas of expertise covering rural development, project management, decentralization and local governance, monitoring and evaluation, participatory approaches, and data base management, Tahir served as a Junior Expert in charge of rural development, monitoring and evaluation for the Local Development Fund (UNCDF's Programs in Kedugu, Senegal). He also worked as Junior Expert with the multifunctional platform for poverty reduction programme (UNIDO, Senegal) and, also served as research associate with the Senegalese Institute for Agronomic Research. Tahir joined the SURF in March 2003 as Research Assistant, he is currently doing the UNDP/VDA programme.

Before joining UNDP/SURF-WCA, he has worked for the Ministry of National Education of Senegal where he conducted a computerization project. After four years he joined the “Industries Chimiques du Senegal” Group in the private sector where he was IT Manager for the sales subsidiairy SENCHIM. He works for UNDP/SURF-WCA since November 2004. |

Before joining the SURF, Mohamed SALL-SAO was Interregional Adviser
at UN/DESA. His academic background is in public administration
and finance. He is post-graduate of the University of Paris-I (Panthéon-Sorbonne)
and graduate of the Institute of Political Science of Paris. Mr.
Sall-Sao has over twenty-five years of practical experience in public
administration, civil service reform, public sector management and
governance. He has diverse field experience and exposure to the
management of development situations (in Africa, Central America
and Southern Asia), as well as a strong expertise in capacity-building
and policy advice on public administration and governance.

Luigi Tessiore joined BDP in April 2003, and has more than 20 years
of experience working with Academia, Governments and Private sector
in Europe, and in developing countries in Africa, Central America,
the Balkans as well as in conflict areas. He has consulted for private
companies and for local, regional and central government in Italy,
and internationally for the EU, UN System (ILO, UNOPS, UNCDF, and
UNDP) and the World Bank. He is an associate of the Institute for
Public Administration (IPA) of the New York University and an External
Academic Adviser with the Postgraduate School of Local Development
and Planning of the University of Turin. |

development economist by training, Kango LARE-LANTONE, who served
as a legislator in Togo's Haut Conseil de la Republique, is a seasoned
legislative strengthening specialist. He has also worked on democratic
institutional development issues in Africa through numerous projects
dealing with civil society, elections, human rights, participatory democracy,
poverty reduction and economic development. Current interests include the emerging field of democratic control of Security Sector Actors in Africa.
He has done consulting
work with and for PGA, UNDP, the World Bank, USAID and SUNY. Kango has a PhD (abd) in Development Economics from the University
of Massachusetts at Amherst, Masters in Development Economics from

Pierre Dandjinou - Information and Communication

Mr. Dandjinou previously served as Director of Infocom Services,
a consultancy firm operating from Cotonou, Benin and Libreville,
Gabon. As a Programme Officer for UNDP he coordinated the Africa
node of the Sustainable Development Networking Programme (SDNP).
Mr. Dandjinou also worked as head of the Information and Communication
department of the International Center for the Bantu Civilizations
(CICIBA) in Libreville Gabon. Involved in many IT related initiatives
on the continent, Mr. Dandjinou is chair of the Isoc Chapter of
Benin, a member of Afrinic, the Africa Internet registry and the
At Large Study Committee (ALSC) of ICANN, the Internet Corporation
for Assigned Numbers and Names. Mr. Dandjinou is also an Advisor
to the Global Internet Policy Initiative (GIPI) and the ACP IT Policy.

Dibongue Kouo joined BDP in September 2005. In addition to his experience as a power Economist within the Corporate Planning Department of SONEL (Cameroon, 1984 – 1992) as well as his Senior Officer position in IEPF (the Institute of Energy and the Environment for the French-speaking Countries, Canada 1992 - 2002), responsible for leading and managing the Energy Policy and Institutional issues programme, he carries the experienced gained from being a senior Energy Economist within SNC LAVALIN Inc. - Energy Division (Canada, 2003 – 2005).
Dibongue holds a Masters Degree in Econometrics and a post-graduate diploma in Industrial economics and statistics, as well as a post-graduate certificate in Energy Policy and planning. Abdoulaye Ndiaye joined UNDP/GEF in January 2003 as Regional Coordinator
for Biodiversity, International Waters, POPs, and Land Degradation
for West/Central Africa. He is also the Team Leader of the UNDP/GEF
coordination unit for this region. Abdoulaye came to UNDP bringing
more than 20 years of government, non-government, foundation, and
private consulting experience having worked for: the MacArthur Foundation
as Program Officer for Conservation and Sustainable Development
for Africa; the World Conservation Union (IUCN) as Country Director
for Senegal; the United States Agency for International Development
(USAID) as Program Officer; Catholic Relief Services (CRS) as Program
Officer and Country Director; and, the Senegalese Government where
he started his professional career as head of the Urban Water Supply
Unit.
Abdoulaye has a BS in Physics/Chemistry from the University of Dakar,
a Rural Development Engineering degree from the International School
of Engineering of Burkina-Faso, and a MSc in Water Resources Administration
from the University of Arizona. |

Mr. Koumoin is a power engineer with specialization in Energy, Economics
and Environmental Planning. Before joining UNDP-GEF, he was a Senior
Public Utilities Economist with the African Development Bank (2000-2003),
and also served in Washington, D.C. as the World Bank’s Africa Region
Energy Economist (1995-1999) when he took a field assignment in
Dakar as the Bank’s Regional Coordinator for the RPTES Program (Regional
Program for the Traditional Energy Sector) in charge of the West
and Central Africa Regions. His field experience includes Energy/Climate
change project design and implementation, Energy sector restructuring
and reform, demand and supply side analysis, climate change mitigation,
environment-poverty reduction linkages and natural resource management.
His current activities include several renewable energy projects
under preparation together with technical assistance to UNDP CO
to support UNDP-GEF’s enabling activities.

Fabiana joined UNDP-GEF in July 2005. Prior to that, she has worked with the design of GEF projects in Brazil and Cuba, National Biodiversity Strategies and Action Plans for Angola and Sierra Leone, and National Capacity Self-Assessments in several countries, most of them in Africa. She has also worked as a consultant for the Danish firm COWI Consult and for the UNDP Country Office, both assignments in Mozambique.
Fabiana holds a Masters' degree in Social Sciences from Roskilde University in Denmark with specializations in International Development Studies and Environmental Planning. She speaks English, Danish, French, Spanish and Portuguese. |

Six (6) years in Private sector (Marketing, Sales) and 6 years experience in International Co-operation for Development, including three years as Technical Assistant to German Development Service in Benin where she managed a Capacity building, NGO and SME strengthening project. Before joining UNDP-GEF she working as a consultant for GTZ-IS in Côte d'Ivoire, the Austrian Cooperation in Senegal, the French Cooperation and UNESCO in Senegal. |

and community water supplies. Ms. Ndey has worked with the World
Bank, UNDP, UNICEF, UNSO, WHO, FAO, GTZ, and USAID. Prior positions
held include Startegic Planning Advisor for the Strategies for Sustainability
Programme of the World Conservation Union and Executive Director
of the National Environment Agency for the Gambian Government.

A Geographer and Environment Specialist, Mr. Kane has expertise
in remote sensing and geographical information systems for natural
resources management, environmental project development, management
and assessment, and spatial analysis for environmental impact assessment.
Mr. Kane worked for many years as Head of Programme for Remote Sensing
and Spatial Analysis with the Centre de Suivi Ecologique (CSE) in
Dakar. He has served on numerous national and international committees,
published extensively, and consulted for UNEP, the World Bank, USAID,
the European Commission and other funding organisations. Mr. Kane
recently served as Technical Manager for the Open Forest Degradation
Project, a European Union funded effort involving both European
and African universities and research organizations.

Ms Diallo joined UNDP-Senegal since 1992 where she has held many assistant positions in the finance and personnel departments.
She currently works as the administrative and financial assistant for UNDP Capacity 2015 Programme. As such Ms Diallo is in charge of all matters regarding personnel, travels, workshops as well as budget management.
Before joining UNDP, Ms Diallo worked successively as a clerk in the banking sector and as a legal assistant in an attorney's office.
