Atelier Sous-Régional sur la Budgétisation Sensible au Genre - 1er au 04 Juin 2005

La budgétisation sensible au genre (BSG) est un thème relativement nouveau en Afrique de l’Ouest et du Centre. En effet, il existe peu de connaissances sur les succès en BSG issus des pratiques internationales, un manque de capacités techniques à mettre en œuvre les BSG et à les lier à la lutte
contre la pauvreté et plus particulièrement aux Objectifs de Développement pour le Millénaire (OMDs). De plus, on constate un manque notoire de personnes ressources –experts, formateurs, activistes, législateurs et experts en développement- possédant une connaissance suffisante des mécanismes budgétaires et des problèmes de genre pour promouvoir le sujet, le défendre et le soutenir activement au sein de la sous région.

Pour remédier à ces contraintes, le Gender team du PNUD, grâce à un financement du Japan Women in Development Fund, a lancé un programme global l’année dernière à Moscou et à Manille sur la budgétisation sensible au genre dans le but d’assurer sa prise en compte dans les cadres institutionnels et au niveau des structures de prise de décision.

Ce même programme sera initie à Dakar par le SURF-WCA sous forme d’un atelier sous-régional qui aura lieu au Centre Africain d’Etudes Supérieures en Gestion (CESAG) de Dakar du 1er au 4 juin 2005. Son objectif principal sera de former un groupe de formateurs de la sous région en budgétisation
sensible au genre afin de réduire l’écart entre les demandes de formation et le faible nombre de formateurs auxquels il est fait un appel incessant.

Global Sub-practice e-Governance workshop - 28th to 30th June 2005

This UNDP workshop will be dedicated in building on UNDP's experience in e-governance projects, thus knowledge sharing on what works and what doesn't, reflecting on future activities for 2005-2006, and strengthening the e-Governance broader vision.

The aims of the sub-practice global workshop are several. One of the primary aims will be to discuss the analytical framework of the e-governance (and access to information) service line. In particular, to debate on a wide-range of issues from differentiating between e-government and e-governance, also, what are the various components which make up e-governance, and what is UNDP's niche?

Another goal of the workshop will be the embark on lively discussions on best practices and lessons learned of selected e-governance projects, more so for the drafting of the lessons learned section of the Practice Note on e-governance.

UNDP experts have extensive knowledge on how to ameliorate UNDP project management, along with analysis, and also of the impact of the project itself. Participants will be able to knowledge share in an informal marketplace context.

The workshop will lastly, aim to strategize on e-governance activities for the year 2005-2006, focusing on using ICT for cross-practice initiatives.

Meeting of the Africa Capacity 2015 Steering Committe - 9th and 10th May 2005

The inaugural steering committee meeting of the Capacity 2015 Africa programme will be held in Dakar on the 9 th and 10 th of May.  Unlike Capacity 21, Capacity 2015 has been set up to be an inclusive programme  which will have external partnerships, and in this regard, a steering committee has been set up for each region and there will be a global steering committee comprised of members of the regional steering committees, and some interrnational representatives. All regional steering committee meetings have taken  place and the global  steering committee meeting will take place soon in New York.

The steering committees will  provide strategic guidance, oversight for the implementation of programmes and assist with advocacy and resource mobilization. In this regard, 6 Steering committee members were recommended and 4 will be present at this meeting. They are HE Vijay Makhan,  Secreatry of  Foreign Affaires of Mauritius, HE Emillienne Raoul, Ministre des Affaires Sociales, de la Famille, et de l'action humanitaire., (Congo) Dr. Namane Magau,   President of BWASA ( Business women's association of South Africa)  and Mr. Aliuone Sall, Africa Futures Institute based in South Africa (Senegal). Madame Winnie Byanyima, Director of the Gender Directorate at the AU has accepted to be a member but cannot attend this meeting.

The meeting will be Chaired by the Director of the Africa Bureau, and the CDG delegation will be led by Terrence Jones, Director CDG, Olav Kjorven of the Energy and Environment Group may also attend. The heads of the two centres Jo burg and Dakar have been invited, and our very own Coumba will be attending, and we are awaiting confirmation from Sam Nyambi.
