Steps for Defining a PSD Project

With the CCA and the UNDAF analyses and frameworks in place, the major challenge in incorporating PSD into the UNDP programming are how to identify the best possible PSD solutions and instruments to the identified development challenges, how to credibly and methodologically link the programme to the MYFF service lines and how to formulate a country programme document that fosters ownership among both government counterparts as well as private sector players:

Defining a domestic PSD programme

Diagnose problems and measure progress in domestic PSD

  • What are the major barriers to domestic PSD growth?
  • What are the key barriers entrepreneurs and established firms face? How does this differ by size/ segment/ sector/ industry?
  • How does the private sector perceive its difficulties and opportunities?
  • Where are the opportunities for the greatest impact?

Identify the current approaches to domestic PSD interventions

  • What is the current national strategy towards domestic PSD?
  • What national programmes are in place on domestic PSD or in other relevant areas (e.g., governance)?
  • Who are the main stakeholders in private sector development?
  • What linkages exist and what are the potential linkages to be formed?
  • What gaps exist in government capacity to undertake PSD work?

Identify relevant domestic PSD interventions for addressing development challenges

  • What are the potential domestic PSD interventions?
  • How do they impact different development challenges?
  • What are the priority challenges and interventions?
