Justifying a Domestic Product

Conduct an assessment of specific needs/ gaps, and potential opportunities

  • What are the major needs of the domestic private sector?
  • How do needs differ by “segment” or other sub-group (e.g., industry, region, etc.)?
  • How are needs currently being met?
  • What are the priorities of the relevant government entities?
  • What special requests has the government made?
  • What are the potential/ emerging opportunities for UNDP?

Determine project focus

  • Whom will the project target?
  • What are the potential interventions and what is their impact?
  • How does potential impact differ by target segment?
  • Are there sufficient resources to carry out the desired interventions?
  • What is the potential for leveraging the needed resources?
  • Determine desired interventions based on impact, resources required and ease of implementation

Determine fit of project with other PSD interventions

  • What current projects exist nationally (UN system and other donors, government, other development partners)?
  • Is the suggested intervention complementary to, or duplicative of, other proposed or existing projects?
  • What is UNDP’s specific advantage in undertaking this project?
  • What projects exist in related areas (e.g., governance) which can provide appropriate “entry points” for domestic PSD interventions?
