a. Kitakyushu Initiative Seminar on Public-Private Partnerships for Urban Water Supply and Wastewater Treatment

The development of financial mechanisms for urban environmental improvement is an innovative direction that has been receiving increasing attention from local governments. Strategies are necessary to encourage public initiatives and promote private sector participation in financing urban environmental infrastructure. Towards this end, the second Kitakyushu Initiative thematic seminar will be organized to provide a forum for open discussions on the experiences, challenges and future plans of local governments on the theme of public-private partnerships, with specific focus on water supply and wastewater treatment.

The organizers of the seminar (tentative) are United Nations Economic and Social Commission for Asia and the Pacific (UN/ESCAP) and Institute for Global Environmental Strategies (IGES).
Participants include local governments, outside experts, representatives from the donor community, and others.

b. Privatization and Regulation of Urban Services: Water, Transport, and Poverty
Date: November 4-8, 2002

Since the 1990s, the development of public-private partnerships in infrastructure (PPPI) has deeply transformed the role of governments. Regulation becomes the core duty of governments. It aims at ensuring that the gains from PPPI and reform are shared fairly between the private operators and the consumers, in particular the poor.

This course is intended to help governments and new regulators meet these challenges. It provides participants with tools to address the main regulatory issues that typically arise in the process of privatization. This course helps participants analyze current public-private partnerships integrating governance and poverty issues. It enhances their economic, financial and social regulatory skills through a combination of lectures and case studies drawing on recent developments in theory and international best practices.

At the end of the course, the participants should have acquired enough new skills to contribute to significant improvements in the implementation of day-to-day regulatory duties and urban services policies in their respective countries.

This course is organised by the World Bank Institute, the french school Ecole Nationale des Ponts et Chaussées and the French ministry of Public Works, Housing and Tranport

c. The PPP Process

d. Risk and Legal and Contractual Issues in PPP/PFI Projects
Venue: November 18-19, 2002
Date: The Hatton, London

With the public sector prioritising the delivery of high quality public services one of the benefits of PFI is that it offers a chance for better value for money procurement. It can give better value for money than public sector investment, by assigning risk to those better placed to handle it and offering rewards accordingly.

For example; operation, design and build and technological obsolescence risks can be transferred to the private sector in a project, with the benefits gained by this approach expected to outweigh any additional costs incurred.

From the private sector viewpoint, PFI offers an opportunity to design projects in such a way as to maximise efficiency and minimise running costs, at the same time as incentivising them to deliver on agreed standards and targets.

e. East African Workshop on Water Policy Issues for Journalists

Venue: Nairobi, Kenya

The Water Media Network, WSP, UN-HABITAT, and the Water Utility Partnership for Africa are sponsoring a three-day workshop for journalists on East African water policy issues. Participants at the workshop will come from Kenya, Tanzania, Uganda, Ethiopia, Burundi, and Rwanda.

The workshop will feature speakers from the public and private sectors and will leave plenty of time for discussion and debate. Topics will include:

  • A global and regional overview of water policy issues
  • The provision of water and sanitation services in East Africa
  • Case studies on the clean-up of the Nairobi River and Lake Victoria
  • Health implications of lack of access to safe water
  • Discussions on the development and publication of water story ideas
  • Field visits to low-income settlements in Nairobi

f. PPP in Portugal

In order to maintain a high level of economic investment, the EU Member States are seeking to develop financing mechanisms which bring together the public and private sectors, not only to control budgetary expenditure but also to pool these two sectors' specific know-how.

The Portuguese have been active in the PPP market for a number of years, specifically in terms of transport projects - in particular toll roads for which the payment mechanism of shadow tolls has been used.

The Portuguese have progressed their use of PPP as a form of procurement by beginning to establish new projects across more government departments. An announcement of the deliver of 5 hospitals through PPP is imminent.

i. Southeast Asia Regional Dialogue On Water Governance
Date: November 28-29, 2002

Sponsored by four of the biggest regional organizations involved in water resources management in the region - the Global Water Partnership - Southeast Asia Technical Advisory Committee(GWP-SEATAC), the International Water Management Institute (IWMI), the Mekong River Commission (MRC), and the Asian Development Bank (ADB) - the Regional Dialogue on Water Governance will gather over 100 government officials, private, academic and civil society organizations and individuals from Southeast Asia and all over the world.

The dialogue hopes to achieve three specific objectives:

  • Present the results of national dialogues conducted in Southeast Asia and identify country-specific governance issues;
  • Identify transboundary water governance issues and perceived solutions in the region; and
  • Develop a concerted program of action for addressing governance issues in Southeast Asia, for presentation at the Third World Water Forum.

j. Drafting and Negotiating Legal Agreements for PPP and PSP Infrastructure Projects
Date: December 2-13, 2002

In this two-week training workshop, participants will learn how to develop more effective drafting and negotiation skills through the use of simulated negotiations and the drafting of model contracts and agreements from public-private partnership projects worldwide.

The course will examine the experience of several international projects and analyze legal and non-legal techniques of project structuring and the contractual implications of various project forms. Participants will deepen their understanding of effective risk allocation, practice drafting and negotiating agreements, and solve complex problems of negotiation and arbitration.

Through presentations by expert instructors, site visits, case studies, and simulation exercises, participants will gain experience and confidence to negotiate and conclude international investment agreements in PPP transactions in their own countries.

k. Regional Forum On Capacity Building For IWRM in Southeast Asia

The Regional Forum on Capacity Building for IWRM is a GWP-SEATAC initiative and represents the first in the series of Southeast Asia regional collaborative activities in IWRM Capacity Building. The Regional Forum brings together collective action and support from Cap-Net and the GWP ToolBox , organizations and Associated Programmes of GWP which contribute to IWRM Capacity Building services globally. The host organization for this regional event is the MWP and MyCapNet.

The overall objective of the regional forum is to foster human resources development through the sharing of knowledge and experience in IWRM and to develop regional and country networks to facilitate the dissemination and exchange of such knowledge and experience on a continuing basis.

The idea behind this event is to i) help establish national, regional and international partnerships in capacity building on IWRM, and ii) identify action plans.

l. Meeting Public Needs through Public-Private Real Estate partnerships
