A. Introduction

Given the relatively limited experience with Public-Private Partnerships in urban infrastructure in developing countries, capacity building will have to start from the ground up and must encompass project proponents at all levels. Managers of public utilities have to become acquainted with new systems, and public officials will require training as regulators, contract negotiators and overall partners with the business community.

The following presentations explain two approaches designed to increase local capacities for implementing PPPs. The first describes a programme that implements hands-on training activities for utility managers. The second describes another approach, represented in the Global Learning Network, that is designed to facilitate the exchange of experiences, best practices and contact information and acts as a global resource for PPP experts, practitioners, and municipal officials.
