PPPUE is a
multi-partner and multi-donor facility with a distinct set-up responding
to the need for coordination at different levels. UNDP plays the overall co-ordinating role
through a small management team at the Bureau for Development Policy (BDP)
and through its unique network of over 130 country offices throughout the world.
PPPUE has the following management structure:
The PPPUE Consultative Group (CG) provides strategic leadership for the overall
PPPUE facility. The CG decides overall PPPUE policies and strategies, endorses
the annual work programme, participates in the selection of programme countries,
and rev i ews PPPUE performance. Initially, the CG is composed of the contributing
donors, senior managers at UNDP, and a PPIAF representative, and is chaired by
the Director of UNDP’s Bureau for Development Policy. One of the tasks of the
CG is to make recommendations for a Group with a wider representation, including
representatives from Programme Countries, the private sector and others.
PPPUE has a lean Management Unit based in Pretoria, South Africa, and outposts in the
programme regions. The Management Unit, which is part Bureau for Development
Policy (BDP), is responsible for overall PPPUE
programme and financial management, backstopping for PPPUE National
Programmes, co-ordination of the Global Learning Network, management of the
Flexible Response Facility, co-ordination with existing and new partners, and
resource mobilisation.
The PPPUE Management Committee consists of senior managers at UNDP Headquarters who meet to review National Programme proposals, and to release resources to the Country Offices.
UNDP Country Offices play a critical role in managing the PPPUE National
Programmes, which are designed, managed and implemented under the supervision
of the Office of the Resident Co-ordinator in each country. Each national programme
is reviewed regularly by a national committee involving all relevant
stakeholders.
The PPPUE Trust Fund was established in 1996 with contributions of
the governments of Switzerland , New Zealand, and the United Kingdom. These funds
were used under the Project Development Facility (PDF), which tested the applicability
of mixed-capital joint ventures as a PPP tool to improve environmental
services and established the Global Learning Network.
In 1999, the British government and UNDP provided start-up funding for a new implementation phase of PPPUE. The goal for this new phase of PPPUE is to establish a $10 million facility with at least 12 ongoing National Programmes by 2002. PPPUE maintains a flexible financial structure that allows donors to contribute to the PPPUE Trust Fund in general or for specific activities. Funds are administered in accordance with UNDP Financial Rules and Regulations and are subject to normal internal and external auditing procedures. All donors to the PPPUE Trust Fund are members of the Consultative Group.
