PPPUE uses an innovative approach emphasising participation and shared responsibility
for urban problem-solving among all partners and interests. Among the elements
of the new approach are:
- A unique international network, not a new institutional bureaucracy, which involves
public and private sector institutions, bilateral and multilateral development agencies,
non-governmental organisations and academic institutions, which work on
common goals and share knowledge and resources.
- A complementary approach, not an exclusive programme, which provides resources
and expertise to ongoing programmes and projects, introducing the PPP approach
to already established and locally well-anchored initiatives.
- A flexible design, which allows our partners to design their own solutions rather than
prefabricated packages, and which allows them to respond quickly to new initiatives.
- A constant feedback mechanism, which closes the gap between practical experience and theoretical analysis through continual exchange of
best practices and lessons learned.
Using these
innovations, PPPUE has designed three inter-related components
to support developing countries in meeting their urban environmental objectives by promoting a closer collaboration between the private and the public sectors.
- PPPUE National Programmes, which oversee Policy Development, Capacity
Building, and Pilot Projects at the country level. National programmes are designed,
implemented and managed in each country through the UNDP Country Offices;
- PPPUE Flexible Response Facility, which provides timely PPP expertise and
support for ongoing projects that require short-term interventions;
- PPPUE Global Learning Network, which utilises the powerful networking capacities of the
Internet to research PPP policy tools, exchange best practices and case
studies on global and regional levels, and provide PPP
training.
