Participating UN OrganizationsDonors | Non-UN Participating Organizations | Implementing PartnersUnder the pass-through fund management modality, United Nations organizations that participate in a Multi-Donor Trust Fund (MDTF), or formulate a Joint Programme (JP), are required to sign a standard Memorandum of Understanding (MOU) (2003-version) with the Administrative Agent (AA). While a revised One UN Fund MOU has been approved for use under the One UN Pilot Funds, the standard MOU is presently under final revision by the UNDG organizations. The UN organizations that have signed this MOU are referred to as “Participating UN Organizations”. Each Participating UN Organization operates under its own financial regulations, rules and policies and assumes full financial and programmatic accountability for the funds disbursed to it by the AA and for the implementation of the project, and provides financial and narrative progress reports to the AA on its activities, as described in the MOU. Each Participating UN Organization will recover its indirect costs for implementing projects as agreed and specified in the MOU signed with the AA. While there is no fixed indirect support cost, and rates may vary between Participating UN Organizations, under some of the recent MDTFs and JPs rates have ranged from five to nine percent, with an average of seven percent.
