Participating UN OrganizationsMemorandum of UnderstandingUnder the pass-through fund management modality that is utilized by the Sudan Common Humanitarian Fund (CHF), United Nations organizations and the Office for the Coordination of Humanitarian Affairs (OCHA) have signed a standardized Memorandum of Understanding (MOU) with the United Nations Development Programme (UNDP) as Administrative Agent (AA) of the Sudan CHF. The entities that sign an MOU are referred to as "Participating UN Organizations". UNDP also performs an additional oversight function as a Participating UN Organization with respect to Non-Governmental Organization (NGO) partners involved in the Work Plan. Each Participating UN Organization assumes full programmatic and financial accountability for the funds disbursed to it by the AA and for the implementation of the projects funded through the Sudan CHF. It also provides financial reports on its activities, as described in the MOU, while narrative progress reports on activities are provided to the Humanitarian Coordinator, donors and the Administrative Agent through regular standard reports submitted as part of the Work Plan process. Each Participating UN Organization recovers indirect costs in accordance with its own financial regulations and rules and as documented in the MOU signed with the AA. The rate of recovery may vary between Participating UN Organization, but is generally between five and nine percent, with an average of seven percent.
