Multi-Donor Trust Funds | Joint Programmes | UNDP MDTF Office

In the context of growing efforts of the UN system towards enhanced coherence and efficiency at the country level and increasing joint UN activities, the United Nations Development Programme (UNDP), through its Multi-Donor Trust Fund Office (MDTF Office) is often called upon to play the role of Administrative Agent (AA) for Multi-Donor Trust Funds (MDTFs) and Joint Programmes (JPs) that use the pass-through fund management model, established by the UN system, national authorities and donors in the context of humanitarian, transition, reconstruction and development programmes.

The increasing use of MDTFs is an application of the Aid Effectiveness Agenda, the UN Reform initiative of "Delivering as One" and the need to provide flexible, coordinated and predictable funding to support the achievement of national and global priorities such as the MDGs. In their governance structure and operations, MDTFs are consistent with several principles of the "Paris Declaration on Aid Effectiveness" and the "Accra Agenda for Action", including national ownership and alignment with national priorities; harmonization and coordination; effective and inclusive partnerships; and achieving development results and accounting for them.

MDTFs and JPs usually use the pass-through fund management modality. Under this arrangement, Participating UN Organizations appoint an AA through a Memorandum of Understanding (MOU) as their administrative interface with donors. The AA subsequently signs a Standard Administrative Arrangement with donors, and receives, administers and transfers donor-funds to Participating UN Organizations in accordance with the MOU and SAA, and consolidates the progress reports of the Participating UN Organizations for submission to donors. Participating UN Organizations assume full programmatic and financial accountability for the funds received from the AA, operating under their own individual financial regulations and rules.

When UNDP is selected as the AA, the accountability for UNDP’s function as AA has been delegated to the Executive Coordinator of the MDTF Office, reporting to the Assistant Administrator and Director of Bureau of Management, in accordance with the policy governing "UNDP’s Accountability when acting as Administrative Agent in MDTFs and/or UN Joint Programmes using the pass-through fund management modality." UNDP performs the AA functions in accordance with the UNDG "Protocol on the Administrative Agent for Multi Donor Trust Funds and Joint Programmes, and One UN Funds".

* In July 2008, the existing Central African Republic (CAR) Emergency Response Fund (ERF) was developed into a Common Humanitarian Fund (CHF).
** The Expanded Delivering as One Funding Window for the Achievement of the MDGs, for which the MDTF Office has been appointed the Fund Manager, is a global facility set up to support eligible Delivering as One countries, with current contributions from The Netherlands, Norway, Spain and the United Kingdom. EFW Commitments and Deposits are reflected in the table, but to avoid double-counting, only the “EFW balance” (total commitment/deposit amount – allocations made) have been included in the Total Commitments and Total Deposits figures.
