Multi-Donor Trust Funds | Joint Programmes | UNDP MDTF Office

In the context of growing efforts of the UN system towards enhanced coherence and efficiency at the country level and increasing joint UN activities, the United Nations Development Programme (UNDP) is often called upon to play the role of Administrative Agent for Multi-Donor Trust Funds (MDTFs) and Joint Programmes (JPs) established by the UN system, national authorities and donors fund management mechanism.

The increasing use of MDTFs and JPs is a direct application of the aid effectiveness agenda and UN reform initiatives, and the need to provide flexible, coordinated and predictable funding to support the achievement of national priorities. In their governance structure and operations, MDTFs and JPs are consistent with the Paris Declaration, including national ownership, alignment with national priorities, harmonization and coordination.

MDTFs and JPs usually use the pass-through fund management modality. Under this arrangement, Participating UN Organizations appoint an Administrative Agent (AA) through a Memorandum of Understanding (MOU) as their administrative interface with donors. The AA subsequently signs a Standard Administrative Arrangement (formerly known as a Letter of Agreement (LOA)) with donors, and receives and administers donor-funds and transfers to Participating UN Organizations in accordance with the MOU and SAA. Participating UN Organizations assume full programmatic and financial accountability for the funds received from the AA, operating under their own individual financial regulations and rules.

When UNDP is selected as the AA, the accountability for UNDP’s function as AA in MDTFs and JPs using pass-through arrangements has been delegated to the Executive Coordinator of the MDTF Office, reporting to the Assistant Administrator and Director of the Partnerships Bureau, in accordance with the policy governing “UNDP’s Accountability when acting as Administrative Agent in MDTFs and/or UN Joint Programmes using the pass-through fund management modality."
