OverviewIn December of 2006, following a request by the Government of the Socialist Republic of Viet Nam, the UNDG Chair and UNDP Administrator Kemal Dervis announced that Viet Nam would be among the first pilot countries for implementation of the recommendations of the High Level Panel on System-Wide Coherence. The One UN Initiative in Viet Nam comprises of five elements: One Plan, One Budget, One Leader, One House and One Set of Management Practices. The One Budget is a total estimated amount of resources (both regular and other) needed to implement the One Plan as reflected in the Results and Resources Framework (RRF) of the One Plan. The Viet Nam One Plan Fund is a pooled fund mechanism to mobilize and allocate new resources by donors to support the unfunded portions of the One Plan and new initiatives responding to emerging needs within the context of the One Plan. The One Plan Fund, under the management leadership of the Resident Coordinator, is intended to facilitate the realization of One Plan outcomes by strengthening the planning and coordination process, tying the funding allocation to the One Plan and channelling funds towards the highest priority needs. The objectives of the activities to be financed by the One Plan Fund are elaborated in the One Plan. The Resident Coordinator has the authority to approve and allocate funds from the One Plan Fund based on priorities identified by the Joint Government/UN One Plan Steering Committee. The Viet Nam One Plan Fund is administered by the Multi-Donor Trust Fund (MDTF) Office of the United Nations Development Programme (UNDP) in accordance with its financial regulations and rules. |
